Abstract: Cost estimates are usually derived from similar past projects, which require input and alteration from Quantity Surveyors to come up with an estimate of the cost for the design. HDB buildings typically have a uniformed design across many projects. The purpose of this dissertation is to depict the development of a cost estimation tool for Contract Managers or Consultant Quantity Surveyors for HDB buildings. This tool has not yet been developed within the organization and the framework of the idea is done by me. This cost estimation tool will allow for these companies to estimate total construction costs of a HDB building in the preliminary stage in just a matter of five minutes, by simply inputting the dimensions and quantity for each component. This tool will be based off rates from past HDB projects and public information on elements and components. A prototype tool will be shown in the dissertation to provide readers with an idea of the functions of the proposed tool. Surveys will be done to test for the demand and feasibility of this idea. Finally, case studies of cost estimates from overseas projects will be used for comparison against Singapore for applicability.
