Abstract: The role of public spaces within public housing precincts under the auspices of statutory board HDB (Housing Development Board) in Singapore has, in recent years, been increasingly identified as giving a sense of ownership and identity toward residents, as well as promoting social interaction (HDB 2014). This contradicts with the relatively lower usage of public space as compared to communal spaces within each block (HDB 2014). As a reactionary measure, new participatory processes of public space production such as the Neighbourhood Renewal Programme (NRP) have been implemented by HDB, as opposed to the traditional top-down approach. Using the conceptual framework of socio-spatial theory, this paper seeks to plot out empirically the physical and social aspects of several selected neighbourhood-level public spaces and compare them to the unique engagement processes, or lack thereof, behind the production of each space. Through this approach, the study attempts to establish a link between participatory methods of public space production with public space design that better meets the everyday needs of the community, while also creating a more conducive platform for social interaction. The resultant knowledge might shed some insight into the tangible impacts of participatory processes on the construction and usage of these HDB neighbourhood public spaces, of which there has been limited research.
