Abstract: Good building specifications should spell out necessary performance requirements, quality of materials, standards of workmanship and work conditions. Having comprehensive and up-to-date specifications would ensure better protection against building failures, abortive works and legal disputes among the parties involved in a building project. In the quest to improve productivity and quality standards of the building industry in Singapore, the National Productivity and Quality Specifications (NPQS) was conceived under the Construction 21 Blueprint in 1999 (Lam et al., 2004). It has been more than 5 years since NPQS was first introduced into the industry. This study will focus on investigating the degree of adoption of NPQS in the local construction industry, and also identify the pull and push factors that have influenced companies to adopt the new national specification standards. Surveys were carried out to determine the awareness of the industry with regards to NPQS and the actual degree of adoption by the industry. Practitioners who have had experience in the use of NPQS were interviewed in order to collate their views on the factors influencing the current adoption rate of the standard. From the findings, it was found that the lack of awareness and training within the industry affects the degree of adoption of the standard the most. Other factors such as the compatibility of computer operating system, the cost of the annual subscription fees and the general nature of the standard were also reasons to explain the current adoption levels. It was established that accompanying actions and programs have to exist in order for NPQS to be willingly adopted by the industry.
