Abstract: Smart cities are perceived to be to be the solution for sustainable development and to enhance individual cities’ competitiveness in the global market. The drivers and benefits of smart development are widely known and promoted, but little focus seems to be placed on the barriers to cities in their adoption of smart development. This study focus on tackling the two key barriers that are hindering cities’ smart development – a lack of ICT knowledge and a lack of resources. First, the research aims at creating a better understanding of smart cities, particularly the concept of ICT and how it can be integrated into cities’ smart development master plans. It analyses the different technology that can be used to fuel smart development within the built environment of every city and relates these technology to a comprehensive smart cities framework proposed by the Smart Cities Council. Next, a scoring system is proposed to enhance the benefits of the framework. This scoring system emphasizes on prioritization of a city’s needs and helps promote better resource allocation to development process. Recommendations are also made to cities planning to adopt smart development.
