dc.description.abstract | There have been numerous cases of collapses of sports stadiums and crowd control incidents in sports stadiums that have led to injuries and deaths around the world in recent history. Implementing a regulated stadium operation and management safety strategy would minimise the possibility of any incidents occurring and ensure the safety of all who enter a sports stadium in Singapore. This research aims to study current statutory laws that guide stadium management in Singapore and understand how the various stadium operators in Singapore operate and maintain their respective stadiums. A literature review was conducted on the causes of past stadium incidents overseas, regulatory laws that govern sports stadiums overseas and regulatory laws in Singapore that apply to sports stadiums. Interviews with professionals working in the stadium operation industry were carried out to understand the operating procedures of sports stadiums and the various considerations and statutory laws applicable. A sports stadium operation and maintenance checklist was developed as a tool for stadium operators in Singapore to understand the various statutory laws that regulates components in a sports stadium as well as industry practices for the operation and maintenance of sports stadiums on a daily basis and during events. Key limitations of the research include the lack of statutory laws specifically addressing sports stadiums in Singapore and no input from overseas stadium operators. The development of statutory legislation in Singapore that addresses sports stadiums and refinement of the overarching checklist proposed for specific stadiums were the recommendations provided for future research. | |
