dc.description.abstractThe purpose of this study is to understand the major concerns of construction contractors in Singapore while bidding for a PPP project. This helps in learning to prioritize bidding concerns in the future. As a consequence, wastage of time, effort and resources on less significant criteria is prevented by bidding with a focused approach. The concerns are hypothesized as follows: type of project, stakeholders involved in the project, type of client and previous working relationships, form of construction contract being used, legal issues, scope of works, finance structure of the project, presence and types of bonds, risks related to the project, allocation of project risks, contractor’s workload, contractor’s liability, market environment, number of bidders and the time available for tender and construction. An interview was conducted with an experienced PPP practitioner of an A1 construction contractor in Singapore as part of a case study. It is learned that the type of project, scope of works, type of client, stakeholders involved in the project and project risk allocation are amongst most important criteria that contractors consider while bidding for a PPP project in Singapore. Making comparisons with past studies, consistencies can be found in giving significance to factors such as the type of client, allocation of risks, contractor’s workload of projects, liabilities that the contractor has to undertake, form of construction contract being used, market condition, time available for bid preparation and quality of the management team. However, the importance ratings given to some factors are inconsistent with other studies. They are: the type of project to be undertaken, scope of works, number of bidders, contractor’s resources, the time available for construction, finance structure and the terms governing construction progress payments.
