Abstract: In recent years, the utilisation of mobile applications (apps) as a tool for public service delivery has been on a rising trend globally. Similarly, there has been a constant development of mobile applications for HDB residents to access municipal or HDB neighbourhood related services by different agencies and Town Councils in Singapore. This paper established the objectives to examine the mobile app development by different authorities for HDB residents to access various services for municipal or HDB neighbourhood related matters. In the literature review, this paper investigated the evolution from Electronic Government to the background, process, benefits and challenges of mobile app adoption by the government. In meeting the research objectives, this paper reviewed the local mobile apps available to HDB residents and an overseas mobile app for municipal matters comprehensively. Interviews with the relevant industry practitioners and Academic were conducted to gather their perspectives on the adoption and future development of mobile apps that serve the municipal needs of the HDB residents. HDB residents were also approached to complete a survey that assesses their interest and preference for such app development. The study confirms that several existing municipal or HDB neighbourhood related app services are overlapping or duplicative, and these services are segregated across multiple apps. Consequently, this could cause confusion and app fatigue among HDB residents. The findings show that HDB residents prefer to access municipal or HDB neighbourhood related services through a multi-purpose app. Therefore, this paper recommends the relevant authorities to form a clear governance structure, work towards merging all the services into one multi-purpose app or have better integration of the multiple apps and rationalise the duplicative or overlapping app services. The relevant authorities should also introduce more useful services for HDB residents and improve the user experience periodically to encourage greater usage of the app(s).
