ScholarBank@NUS Repository. | Abstract: | In April 2009, the Sustainable Development Blueprint 2009 was unveiled by the Inter-Ministerial Committee on Sustainable Development which redefines Singapore’s built environment and limited resources for the next 10 to 20 years. In response to this, the Singapore Green Building Council endeavors to achieve the target of at least 80% of the buildings in Singapore to attain Building and Construction Authority (BCA) Green Mark Certified rating by 2030. With Singapore soldiering on via a new blueprint for sustainable development, this dissertation identifies Jurong Regional Library (JRL) as a potential building and facilitates JRL towards achieving Green Mark Certified rating. The two main objectives are to assess JRL against the Green Mark Assessment Criteria for Non-Residential Existing Building and to propose for a “green” JRL using the National Library Building as a case study and inspiration drawn from the Zero Energy Building. The methodologies include analysis of past documents, interviews with BCA and National Library Board personnel as well as site visits. Derived from the findings, JRL fulfilled the requirements for Minimum Systems’ Efficiency, Energy Policy and Management, Water Efficiency and Indoor Environmental Quality but not for Whole Building Efficiency as well as Sustainable Operation and Management. In conclusion, the possibility of JRL being able to attain Green Mark Certified rating is very promising as JRL has only failed to meet the criteria for two out of six categories.
