Abstract: Over the years, Grassroots Organisations (GROs) had been formed at different times under different situations. The GROs share the common aim towards promoting social cohesion, community development and a limited extent of residents' participation. With the implementation of the Town Councils (TCs) and Community Development Councils (CDCs) in 1988 and 1997 respectively, many foresee a decrease in the influence of GROs on the residents and will ultimately become redundant. This study attempts to assess, through a survey, the level of residents' participation in the GROs in the study area - Bedok Division. However, the findings revealed that the level of residents' participation in the GROs left much to be desired. Although much efforts have been made by the GROs in the study area to encourage resident participation, more than half of the residents have no desire to participate in GROs. Hence, it is important for the GROs to recognise the crux of the reasons limiting the residents' participation and to come up with rectifying measures to maximise their participation in the GROs to promote community development.
