Abstract: Consumer's preference is a dynamic and complex field of study. The demand patterns for housing do not remain static in any country as economic, social, demographic, political and psychological forces are constantly changing. Housing that does not meet house buyers' requirements represent wasted resources. Hence, constant monitoring of buyers' behaviour and preferences is necessary. This research explored the factors affecting consumers' choice in their decision making for residents staying in both private and public housing. The results of the analysis show that financial factors are the most important factors for HDB homeowners when making housing choice while physical factors are of higher importance to private homeowners. Six crucial factors were given and respondents were asked to rank them in terms of priority of its importance in decision making. The majority of respondents staying in private housing ranked the quality of dwelling as the most important factor in decision making whereas majority staying in public housing ranked the price of dwelling as the most important factor in consideration. Respondents were asked to name five socially favourable areas to stay in with budget constraint taken note of. Most of the zones identified are from central area. Socio-economic and demographic factors should somehow affect the housing preference. Hence, Correlation analysis was presented to explore the relationship between factors and its results show that there is indeed some relationship between them. This study seeks to provide a better understanding of consumers' needs and preferences in the 21 st century to developers, architects and planners.
