HISTORY OF THE PEOPLE'S ASSOCIATION, 1960-71

Abstract

This exercise is primarily concerned with the historical development of the People's Association. It concentrates on one major erect of the development, that is, the growth of what may be termed the association's "mass structure", which comprises various systems of contact with the masses. After all, such contact is the general purpose behind the association's establishment. By 1971 the structure had not only been established but the People’s Association had already been concentrating its attention on promoting mass participation. After 1971, the end remains the same but the approach differs. However, this phase falls outside the scope of this study as it is concerned with the development of the elements or basic structures of the association to establish mass dialogue. The development may be divided into three phases, each examined separately in the three core chapters. Chapter I traces the general reasons for the founding of the People's Association, conceived and born in a changed set of political realities. Chapter II, the first core chapter, attempts a portrayal of the circumstances surrounding and leading to the expansion of the one major system of contact, the community centres. The supporting organisation of the People’s Association is examined briefly. Chapter III describes the next phase of the association. Mass activities are also discussed. The third phase is the addition of further structures and increased efforts to promote mass participation. An examination of these aspects of the third phase is the purpose of chapter IV. Chapter V concludes with a recapitulation of the association's developmental history and "the part it has played in national life.
