INFLUENCE OF PLANNING INITIATIVES ON HOUSING STOCK

Abstract

Whenever one looks at the housing supply, it is also important not to neglect the existing housing stock, especially since the existing housing stock makes up a substantial bulk of the housing supply. Knowledge of the quantity and composition of the housing stock will provide a better basis to meet future housing needs The housing stock has been very much influenced by the planning initiatives such as the Master Plan or Revised Concept Plan (RCP). The Sales of Sites Programme (SOSP), among others, is instrumental in helping the attainment of planning goals. Through its operation, the housing stock has increased and its composition has changed. This study aims to trace the influence of the planning initiatives on the housing stock from the time period of 1970 to 1998. The private housing stock, in particular, is given a closer look. The RCP has led to an aggressive SOSP in the early 1990s to provide for more quality homes for Singaporeans in pursuit of better living. The SOSP has not only increased the private housing stock, but also introduced new housing concepts. In addition, private landed housing developments are encouraged through the SOSP. Consequently, the composition of the housing stock has changed too.
