Abstract: A pavement management system (PMS) provides a consistent and systematic procedure for evaluating pavement condition and determining priorities for pavement maintenance and rehabilitation. Three systems are proposed in this study for an international airport m Singapore : a pavement condition rating system, a runway friction management system and a structural evaluation system. The pavement condition rating system provides a consistent and repeatable distress rating procedure. The pavement friction management models predict the growth of low friction pavement areas and decide whether to initiate a rubber removal operation. The neural network technique was recommended over statistical regression analysis for the friction models. A framework for the structural evaluation of airport pavement was also developed. Steps involved from planning stage to the methodology used for the data analysis are presented here. To fully utilise these decision analysis tools, a computerised database management system was developed to link up all the components.
