dc.description.abstractPublic housing in Singapore is one of the most significant development programmes in the state. It has been centrally planned and implemented by the government not only to tackle housing problems and rebuild the decaying inner city areas, but also to restructure Singapore society in terms of the visions of the power elite. However, along with the increasing affluence of the population are increasing expectations on services provided. The public at large now wants to participate, to have a say in policies and plans that will affect them. Thus, town councils were introduced, to not only allow for public participation in estate management of their estate but also to improve on the general living environment and to cultivate an identity for each estate. To date, the handover of the 3 phases of town councils have been completed. This dissertation thus attempts to evaluate the performance of town councils based primarily on two aspects, its organizational structure and its estate management activities.
