Presently, Singapore is confronted with relatively high levels of income inequality and relative poverty and these are issues for serious concern. some of the mechanisms that the government employs to redistribute income and wealth are the progressive tax system, the public housing programme and the Public Assistance (PA) Scheme. PA and Central Provident Fund (CPF) together form the publicly mandated social security system in Singapore. The inadequacy of CPF in providing for old aged income maintenance and poverty alleviation, indicates the important role of the PA as a safety net. However, owing to the many negative side-effects that come together with a generous dole, the Singapore government has kept the PA rates low and the eligibility requirements stringent. Exercises done in this Academic Exercise suggest that the increases in the PA rates have been generous and the present amount of PA, though low, is sufficient for the recipients to afford the basic necessities. However, the eligibility requirements may be too stringent. The government philosophy towards helping the needy is as follows. Firstly, the "many helping hands" approach should be used and secondly, help rendered should encourage the needy to be self-sufficient again. Community self-help organizations which emphasize the upgrading of educational standards of children, also embodies the idea of better-off members of one community rendering help to the less able members of the community.
