ScholarBank@NUS Repository. | Abstract: | The revised Area Licencing Scheme (ALS), specifically the extension of the scheme to cover the evening peak period from 4.30 pm to 7 pm, was implemented on 1 June 1989 as part of the government's interim package to control traffic congestion. As a consequence, retail activity in the central area and on its fringe has been affected, mainly in terms of business volume and peak shopping hours. At the outset of this exercise, several hypotheses were formulated, the bases of which were substantiated by relevant concepts and theories. A survey was carried out to test the hypotheses and it was found that some had to be rejected due to insufficient evidence while others were accepted. From the results of the survey, it was found that the majority of retailers in the Central Business District (CBD) had encountered a reduction in their overall business volume. However, the extent of the decline had not been significant in most cases and where it was significant, only a handful had thought about relocating to alternative premises. Peak shopping hours had also shifted to either the early afternoon or the late evening. There was a surprising finding that retailers on the fringe of the CBD had not been spared from the negative effects of the revised ALS in the sense that business conditions had not been favourable. Also, with regards to retailers in this area, when the question of a hypothetical extension of the current ALS boundary was suggested, most indicated that they would not move out of their present premises mainly because they were optimistic about the future and thus, did not forsee any critical change. | URI: | https://scholarbank.nus.edu.sg/handle/10635/167637 |
