dc.description.abstract | With the rising affluence and the growing maturity of the Singaporean society, the Government has, in recent years, decided to play down its paternalistic role and slowly divest itself of tasks which it feels ought to be privatised. The process started off with privatisation in business, followed by allowing the residents of public housing to manage their own estates through the setting-up of management corporations for Housing and Urban Development Company Private Limited (HUDC) estates and town councils for Housing and Development Board (HDB) estates. More recently, in similar veins, the HDB disclosed that it intended to hive off its maintenance responsibilities to a Government-backed company. It seems that privatisation in estate management is going to benefit the HDB in that the HDB's responsibility and work will be reduced tremendously. Hence, this study attempts to ascertain the position by looking at the HUDC Phases I and II estates where MCs were constituted by the HUDC Housing Estates Act in September 1986 in the belief that it is in the best interest of the HDB and residents. | |
