dc.description.abstractThe need to exercise financial control is increasingly felt by today's housing managers as costs of building materials and labour soar exceedingly high. Greater planning and controls would constitute a major pre-occupation of management authorities. The recurring problem faced by IPRA in the collection of conservancy from owners would be an obstacle in the implementation of any financial controls. It is proposed that the management should not hesitate to utilise the power given by FORAF in imposing a surcharge penalty on all late payments.
