dc.description.abstract | By studying the fee-to-tax reform, its subsequent complementary reforms and responses from the township authorities, village administrations as well as common peasants, the thesis tries to answer the following questions: how did counties and townships manage to survive the revenue losses as a result of the burden-cutting reform? And further how does the reform affect state power at the grassroots level? Empirical evidences collected in the fieldwork conducted in Anhui, Hubei, Hebei, Jiangsu and Beijing shows that there is a pressure transferring mechanism within the political regime which has effectively diverted the fiscal pressure on local states. Further, the society also shoulders part of the pressure as townships and village level administrations have shifted off the provision of local public goods. In addition to that, the author also found that the demand and supply of public goods at grassroots level are more flexible than scholars have depicted. | |
