Abstract: The objective of the case study is to draw out the difficulties of Singaporean entrepreneurs to strike out on their own despite financial assistance from the government. The need to employ foreign expertise through joint-ventures as one of the avenues in resolving these difficulties and contraints is highlighted. The case study is a joint-venture between the state-owned enterprise of the Soviet Union, V/0 Sovrybflot and Straits Fisheries (Pte) Ltd., formed by a group of local entrepreneurs. The joint-venture company, Marrissco (Pte) Ltd., was formed to conduct business in the fishery industry. A literature survey on joint-ventures, from the Western Multi-national Corporations and the East European Countries, sets the criteria for the measurement of a successful joint-venture and serves as a framework for analysis of the case. Cast against a backdrop of difficulties encountered in the volatile fishery industry, the success of Marissco (Pte) Ltd., both as a joint-venture and a business, is examined.
