Existing theoretical frameworks are assessed, & a more realistic approach is presented for examining the social factors influencing the participation of neighborhood leaders in residents' organizations in Hong Kong & Singapore. The importance of examining the effects of social support & the resident orientation of neighborhood leaders on their participative behavior is stressed. A case is made for applying conditional participative theory in future studies. Modified AA.
