China’s Green Economy: Commitments, Policies and Prospects

Abstract
China has placed increasing emphasis on greening its economy in recent years to achieve two interconnected and equally vital objectives: sustainable development and the fulfilment of key environmental targets. In September 2020, the nation announced ambitious dual carbon goals, aiming to peak CO₂ emissions before 2030 and achieve carbon neutrality by 2060. As the world’s second largest economy and the leading carbon emitter, China’s endeavours are significant for not only its domestic aspirations but also global efforts to combat climate change. This volume delves into China’s green economy through three key lenses: examining government’s policy development and institutional characteristics to identify the primary areas of policy efforts (covered in Chapters 1 and 2); focusing on China’s green development in three specific domains: green energy, green finance and green innovation (explored in Chapters 3 to 6); and contextualising China’s green development within a global perspective (discussed in Chapter 7). This study reveals that China has made substantial progress in greening its economy, attributable to strong support from top leaders and determined, coordinated policy measures. However, challenges persist in the effort to attain the country’s dual carbon goals. A central concern lies in finding a good balance between the government’s interventionist inclinations and market-based institutional design to enable effective and efficient policy implementation.
