Abstract
This study develops an integrated framework for strategic performance measurement and management of sustainable urban transport (SUT) using the Balanced Scorecard (BSC). Considering an integrated set of performance attributes of urban transport, including sustainability, stakeholder interest, internal and external processes, organization, learning and innovation, the BSC for SUT is developed through sequential methodological steps. A performance measurement method is developed using a triangulation approach that quantitatively measures sustainability performance of urban transport. Further, a performance management method is developed involving the construction of an indicator specific strategy map, an indicator-action association matrix and an action prioritization mechanism to quantitatively prioritize actions. The long-term reliability is ensured through provision of a feedback, learning and improvement loop in the BSC framework. The BSC for SUT has been illustrated and evaluated using Singapore and Mauritius as two case studies, representing a developed and a developing urban context, respectively.
