VERTICAL EXPANSION FOR PUBLIC HOUSING: AN APPRAISAL OF ITS FEASIBILITY

Abstract
With the rising population, Singapore is faced with the challenge of providing sufficient public housing for its residents. The government solution to this problem is to build higher and denser housing. Due to the rising costs of land and its increased scarcity, the Housing & Development Board (HDB) has introduced the Selective Enbloc Redevelopment Scheme (SERS) to maximize its land use by redeveloping older estates. This may be an effective housing solution, but by relocating people, it potentially upset the balance of existing community through the loss of its identity and sense of belonging. Furthermore, huge embodied energy is also involved during the relocation and demolition process. Consequently, with the looming land scarcity concern, Singapore will have a more challenging task to expand horizontally in the future. Thus, this brings about a need for alternative high density housing solutions. This dissertation started out by examining the possibility of built-in-place expansion on existing HDB housing through the investigation of various thesis proposals. These projects would question the implementation of SERS and proposed vertical expansion as a plausible housing solution. While their intention for vertical expansion may be apparent, little is mentioned on the feasibility of their implementation and the challenges faced during construction especially in the context of a built environment. Thus, this dissertation will not seek to question their intention, but will use these projects as the premise of investigation, focusing on the objective of examining the development’s feasibility in terms of its values and safety implications and also its buildability based on current technological implementation and site limitations.
