Abstract
While Singapore has succeeded in attaining its economic development over the last 25 years in terms of full employment and the growth of GNP per capita from $ 1300 to over $17000 today, the cultural development has lagged behind. This is evidenced in our education system in which arts has always been considered as an alternative to science and technical subjects. ( refer to appendix 1 ). This deficiency is manifested in many areas; our people lack confidence in expression and vitality, Singapore is often been described as a cultural desert. The government soon realised the side effect in the negligence of the humanities which is vital to the individual's body mind and soul and the society at large. This with the increasing public demand for more exposure in this field both casual and formal has led the government to set a vision of a more gracious, cultivated and confident society. One way of achieving this vision is through the education and promotion of the arts. "The seeds for appreciation for the finer things in lifeare best sown in school." Mr ch'ng Jit Koon The main objective of the thesis is about the creation of a focal point in the cultural precinct education and promotion of arts. ISSUES URBAN Urban intervention in the cultural/ historical area of Singapore namely the Bras Basah park/ Fort Canning area. ARCHITECTURAL The architecture that is symbolic of its function as an urban visual arts school has to reconcile the notion of the building as an interface between Arts and Architecture, Public and Private.
