Abstract: There is a need to consider the influence of rehabilitation decisions in highway pavement-maintenance planning and scheduling. Substantial cost savings can be achieved through effective work coordination and data-base sharing between highway maintenance and rehabilitation programs. This paper presents a procedure for quantifying the constraints of rehabilitation on highway-maintenance planning. A concept of maintenance-activity-suspension periods and interference periods is introduced. The procedure can be readily employed to incorporate the influence of rehabilitation decisions into a mathematical optimization programming analysis of highway-maintenance activities. A statewide survey of highway maintenance personnel was conducted in Indiana to verify the validity and applicability of the concept. Details and results of the survey are presented and analyzed. Findings of the survey indicate that the proposed concept of rehabilitation constraints would find useful applications in highway-pavement-maintenance planning and scheduling.
