|Title:||On Liberating English to Be a World Language|

|Abstract:||It is argued that although the emergence of English as an international language has been recognized, it has not been sufficiently recognized that World English represents an entirely new linguistic phenomenon. This uniqueness is not only a matter of scale, but a unique dynamic & logic. World English is viewed as a theoretical construct & a descriptive term. Data from Indian English are used to illustrate these claims. Implications for the development of educational models for nonnative Englishes are discussed. B. Annesser Murray.|
