dc.description.abstractThis paper describes the development of a layered structure of a multi-resolutional scalable video codec based on the Color Set Partitioning in Hierarchical Trees (CSPIHT) scheme. The new structure is designed in such a way that it supports the network Quality of Service (QoS) by allowing packet marking in a real-time layered multicast system with heterogeneous clients. Also, it provides (spatial) resolution/frame rate scalability from one embedded bit stream. The codec is self-identifiable since it labels the encoded bit stream according to the resolution. We also introduce asymmetry to the CSPIHT encoder and decoder which makes it possible to decode lossy bit streams at heterogeneous clients.
