As the economy of a Newly Industrialising Country (NIC) surges to become a developed country, the demand for quality of the built environment by the citizenry will correspondingly increase. The Quality Assurance (QA) concept is one strategy adopted by developed countries to achieve quality construction. This strategy had, likewise, been adopted by the NICs for their construction industries. This paper examines the problems faced in implementing QA in one of the NICs, Singapore. Results of a survey are presented in this paper. Among others, the attitude of developers towards the implementation of QA in the Singapore construction industry was examined. The lessons learnt from implementing QA in Singapore would be useful for other developing countries in search of a quality paradigm for their construction industries.
