This article describes the system of consultant cost control used by this organization and evaluates it in the context of a case study project. The project is a new administrative and educational building for a management institute to hold courses and seminars for its members. The cost control system has limitations in the extent to which it allows total cost management at the design and construction stages. The article describes these limitations and suggests how the system and its operation could be improved.
