Abstract: Effective manpower planning is important and beneficial to a country?s development. This project will focus on engineering manpower. Engineers are an important part of the workforce, especially in Singapore where the drive is to become a knowledge-based economy. In order to make effective manpower policies, the system structure must be known so that system behaviour can be understood. Unfortunately, such knowledge is difficult to obtain and hardly well established. For this project, a hypothesis of the system structure is proposed and validated. Potential policy levers are identified and scenario analyses are carried out to understand the system behaviour. Artificial Intelligence tools are applied to support the modelling process when parts of the system structure are unknown. Fuzzy Expert System is applied to mimic decision policies and various forecasting models. Using fuzzy logic, an attempt to find a decision policy that will enable policy makers to fulfil their objectives is conducted.
