Title: | MOTHER TONGUES AND OTHER TONGUES: LANGUAGE OWNERSHIP AND LINGUISTIC POLICY IN SINGAPORE | Authors: | TEO SZE LYNN, FIONA | Issue Date: | 12-Nov-2018 | Citation: | TEO SZE LYNN, FIONA (2018-11-12). MOTHER TONGUES AND OTHER TONGUES: LANGUAGE OWNERSHIP AND LINGUISTIC POLICY IN SINGAPORE. ScholarBank@NUS Repository. | Abstract: | This thesis uses Lakoff’s foundational theory of conceptual metaphors (1980) to understand why language policy in Singapore works in some sense, but fails to succeed in more important ways. Specifically, I use the metaphorical conception of LANGUAGE-AS-PROPERTY to first understand the reasons behind the failures of contemporary language policy in Singapore; and then, to highlight the importance of fundamental change to the underlying ideologies of language policy, insofar as counteracting the increasing disjuncture between language policy and newer generations of Singaporeans is desired. I draw particular attention to the ideologies that undergird ‘English-knowing bilingualism’ (Kachru, 1983), a policy which I believe to be the central tenet of Singapore’s ‘duality’ approach towards language management. My discussion of language policy also leads me to engage in a consideration of Singapore’s national ideology of pragmatism, as well as how it contributes to language-related rhetoric as a whole. In the same vein, my thesis acknowledges the implications of the post-colonial thread – patent in the form of global hegemonic discourse concerning native speakerhood and language standardness, inter alia – on today’s Singapore. I conclude with a potential explanation for the aforementioned intergenerational disparity in conceptions of language ownership vis-à-vis Singapore’s home languages, as well as a proposed approach for future policy. | URI: | http://scholarbank.nus.edu.sg/handle/10635/151406 |
