Abstract: This paper investigates whether allowing the commercial banks to take on the investment banking business makes the banking system riskier. Specifically, using Canadian and British Banks as controls in a Difference-in-Difference design, we investigate whether the Gramm-Leach-Bliley Act raised the systematic risks of US banks. Unfortunately, the evidence is inconclusive. Because the Act coincided with the dot-com bubble, we check how the bubble may have affected our results. Excluding the sample period that coincided with the bubble, the results suggest that the US banking system has become riskier, even though the estimates are not statistically significant.
