Abstract: Terrorism is considered one of the greatest threats in today’s international security landscape. Counterterrorism research has substantiated the claims of multicultural societies that counterterrorism is most effective when informed by principles of multiculturalism. However, the actual practice of counterterrorism discriminatorily targets and externalises the Muslim community from the multicultural society. A paradox of multiculturalism thus arises in context of counterterrorism policy and practice. The central question of this thesis is: If counterterrorism is based on principles of multiculturalism, why does the practice of counterterrorism in multicultural societies violate principles of multiculturalism? This thesis contends that the securitisation of Islam as the terrorist threat explains why a multicultural approach to counterterrorism policy contradicts principles of multiculturalism in actual practice. Securitisation theory offers a critical theoretical lens to interrogate the ostensible relationship between multiculturalism and counterterrorism, demonstrated through the case studies of Australia, Canada and the United Kingdom. The overarching aim of this thesis is to provide an understanding of the hypothetical relationship between multiculturalism and counterterrorism, so as to consider possibilities and prospects for multicultural societies to move beyond this paradox.
