Abstract: In this work, we address two major problems in Waste-to-Energy (WTE) System. One is the facility location problem of operating WTE facilities. The other is the incentive policy that induces residents to participate in the recycling program. This simultaneous joint planning model is built to integrate these two problems. As to solve the two-stage stochastic MIP problem, three solution approaches are proposed to enhance the computational compatibility especially on a large scale. Linearization is introduced for small scale cases as a general approach to provide the optimal solution. Parallel computing with heuristic techniques is introduced to decompose the large complex problems into groups of subproblems, and it is proved to save the processing time greatly. In addition, Lagrangian relaxation is discussed to provide an upper bound and a lower bound to measure the solution’s optimality.
