ScholarBank@NUS Repository. | Abstract: | This thesis explores the impact of local government reform in Qingdao, Jinan and Linyi municipalities of Shandong province in the Peoplea??s Republic of China. It aims to answer two main questions: (1) How effective is local government reform in the three municipalities? and (2) How can their different levels of effectiveness be explained? It argues that the three municipalities have not effectively downsized their governments. However, they have improved public service delivery through rationalizing the administrative approval system and increasing government transparency and public participation. They have also improved the personnel management system. Nevertheless, the bureaucratic accountability and integrity of officials have not been improved since the anti-corruption measures have not been effective. It further argues that three important factors, that is, the local context, the relationship between the central and local governments and the political leadership facilitate or hinder the effectiveness of local government reform in the three municipalities. | URI: | http://scholarbank.nus.edu.sg/handle/10635/13329 |
