dc.description.abstract | Japan seeks to play the role of a peacemaker in Aceh. This includes organizing international conferences in Tokyo to facilitate peace & offering substantial aid to the combatants to cease hostilities. Japan & the Swiss-based Henri Dunant Center (HDC) have a division of labor in Aceh, but Tokyo can offer what the HDC cannot: a multimillion dollar aid package & bringing together many governments & international organizations to support peace in Aceh. Tokyo will have to play a patient game by offering aid to the combatants & wait until they, utterly exhausted by the civil war, embrace peace. Appendixes. | |
