dc.description.abstractThe Indonesian military 'invasion' of Aceh on 19 May 2003 marked the collapse of a peace process initiated discreetly by the Henri Dunant Center three years earlier. This process had culminated in the Cessation of Hostilities Agreement (COHA) between the Government of Indonesia & the Free Aceh Movement (GAM), which came into effect on 9 Dec 2002. Although far apart in their interpretations of the COHA, the two sides implemented an effective peace in cooperation with Filipino & Thai military facilitators. Before discussing the peace, the article traces the shifts that led to the widespread alienation from Jakarta from 1999.
