dc.description.abstract | After embarking on large-scale decentralization, the Philippines and Indonesia have issued various awards for local public innovations. However, we still have little clue as to why some city governments are consistently more innovative than others. Conventional explanations rely on two seemingly given factors: leadership that is short-term and personality-driven, and society?s deep-rooted institutions which are long-term and path-dependent. This research uses the transaction cost theory and explores the information, bargaining, and enforcement costs faced by city leaders. I compared and contrasted eight ?innovative? and ?typical? mid-sized city governments in both countries, expecting that those with smaller transaction costs would be the more innovative. Findings suggest that continuously high level of public innovativeness tends to be associated with cities that have effective leadership, progressive society, and efficient transaction costs. This highlights the potential of transaction cost framework to expand policy change literature and offer recommendations for improving local governance. | |
