Abstract: THIS THESIS FOCUSES ON TWO APPLICATIONS OF LOCATION SET COVERING (LSC) MODELS IN TWO PRACTICAL FIELDS: EMERGENCY MEDICAL SERVICE (EMS) SYSTEM AND GREEN SUPPLY CHAIN (GRSC) SYSTEM, IN ORDER TO PROVIDE INSIGHTS FOR THE POLICY-MAKERS OR MANAGERS. IN EMS SYSTEM, OUR GOAL IS TO MINIMIZE THE OVERALL COSTS UNDER A SERVICE REQUIREMENT. TO MEET SUCH REQUIREMENT, THE ASSESSMENT OF SERVER WORKLOAD AND AVAILABILITY IS OFTEN A MAJOR CONCERN. OUR STUDY SHOWS THAT IT IS BENEFICIAL TO PRE-ASSIGN DEMAND TO SERVERS OR STATIONS IN TERMS OF SAVING COSTS AND MEETING SERVICE REQUIREMENTS. A POSSIBLE APPROACH TO ADDRESS THE CARBON LEAKAGE PROBLEM IN GRSC SYSTEM IS TO IMPOSE CARBON TARIFFS ON THE GOODS FROM UNREGULATED COUNTRIES. WE APPLY SIMILAR PRE-ASSIGNMENT AS IN EMS SYSTEMS INTO THE MODEL TO CONNECT THE THREE-TIER FACILITIES. THE IMPACTS OF CARBON TARIFF IN PRACTICE ON THE ENTIRE SUPPLY CHAIN ARE ILLUSTRATED WITH A REAL CASE STUDY.
